Born in Kottayam, Kerala. Post-graduate in Chemistry from CMS College, Kottayam. Joined Indian Administrative Service in the year 1986 while pursuing Ph.D in the Indian Institute of Science, Bangalore. Served as District Collector in Idukki and Kottayam Districts. In 1996, launched India’s first District Total Sanitation Project – ‘Nirmal 2000’, which later became the buzzword for sanitation projects in the country. Served at various positions in the Government of Kerala, including as Labour Commissioner; Project Director of the District Primary Education Programme (DPEP); Managing Director of Kerala Financial Corporation (KFC); Director of Industries & Commerce; and Managing Director of Kerala State Industrial Development Corporation (KSIDC). Was the Secretary (Industries) from 2003-08, with additional charge as IT Secretary during 2005-06. Was on central deputation as the Controller General of Patents, Designs & Trademarks under the Ministry of Commerce & Industry, Government of India in January 2009, during which period implemented several procedural reforms and simplifications.

Brought out the land mark judgement of granting compulsory license to the anti-cancer drug ‘Nexavar’, thereby slashing its market price from INR 280,000 to INR 8000 -- the first such attempt in the history of India. Came to be known as ‘Bullet Kurian’ among the IPR community due to his speedy reforms and fast decision making. Selected by the global magazine – Managing Patent as one of the ‘Fifty Most Influential Global Personalities in the field of Intellectual Property’ consecutively for two years, 2009 and 2010. Currently serving as the Principal Secretary (Industries & Information Technology), Government of Kerala. As Principal Secretary, he supervises the functioning of about 40 public sector companies under the State Government, and is the Chairman of some of the leading companies like Malabar Cements Ltd, Nitta Gelatin India Ltd., etc. He also plays a leading role in the innovation and entrepreneurship development programmes in the State.
