Dave grew up in mainland Europe, and following his Combined Studies degree in Law, Politics, and Economics in London, he obtained his Masters degree in European Economics from Exeter in the UK and Tilburg in the Netherlands.

He has spent some 30 years in the ICT sector, working in Cellular with Motorola, building advanced CATV and Telecoms local loop networks with Regional Bell Operating Company US WEST, and then at what is now Virgin Media. Here he obtained their Operators licence, secured a Nationwide free licence in the 10GHz band, helped to develop its first Satellite Earth Station, oversaw a £40m subsea cable project, and as a French speaker, assisted with France Telecom/Orange’s acquisition of a stake in the business.

He was Founding Director of the Alternative Telecoms Operator Organisation (“ALTO”) in the Republic of Ireland, as well as a pro bono non-Executive director of BT’s Heritage operation where he secured UN support for the preservation of its collection. He has a particular interest in Spectrum, Cyber Security, Broadband Policy, and “Digital Divide” issues – the gap between those who have Broadband and those who don’t and what impact this has. He works too for the European Commission on an occasional basis as a ICT subject expert, and has assisted the University of Surrey with new business start-ups.

He has just left Samsung Electronics, where he was Vice President of EU Affairs, and has now

set up his own company in to provide help organisations with training, project, and regulatory management questions in all EU Countries as well as specialist help in dealing with the European Commission on ICT policy matters. He was part of the UK Government’s “Convergence Think Tank,” participated in the Digital Britain Report, and was a taskforce leader as well as sherpa to Samsung’s Global CEO for EU Vice President Neelie Kroes’ Safer Internet for Kids Programme.
